On September 10th, the Quality Supervision and Administration Bureau of Xi'an City of Shaanxi Province investigated and dealt with a number of illegally prepared and sold unleaded petrol fuel tanks and gas stations for blending methanol. These gasolines contain 150 times more methanol than the national standard for unleaded gasoline for vehicles. According to the person in charge of the Office of Promoting the Use of Methanol Gasoline and Diesel in Shaanxi Province, the methanol gasoline in Shaanxi Province has not yet been officially sold on the market. The gasoline that was investigated and arbitrarily blended with methanol was not yet available. However, some people believe that there is no national standard for methanol gasoline, and therefore there is no talk of "arbitrary methanol blending gasoline."
According to the reporter's understanding, as early as the "6th Five-Year Plan" period, China began to promote the use of vehicle methanol fuel pilot. Since 2000, pilots have been rolled out in Shanxi and Shaanxi provinces. However, the controversy over methanol fuel has always existed, and the National Development and Reform Commission has not included methanol fuel in the energy development plan. Until December 7, 2005, the State Council issued the "Guidance Catalogue for the Adjustment of Industrial Structure," only some new energy vehicles such as alcohol ether fuel vehicles were included in the encouraged development category, but the national standard for methanol fuel has been vacant. It is precisely because of the uncertainty of the national industrial policy that the industrial project policies and the national technical standards for methanol gasoline have not been introduced yet. All localities have to go their own way depending on their own situation, some implement local standards, and some implement a certain corporate standard, resulting in a methanol fuel market. There have been signs of failure to comply with scientific operations and unregulated competition and the oil market has been out of control. In some places, gas stations either use methanol to impersonate ethanol, while others blend methanol gasoline at random proportions, and some do not even add any additives. According to the rough statistics of related departments, more than 1 million tons of methanol do not go anywhere in the country every year, and it is said that it was burned out without being blended into gasoline.
In the face of the chaotic methanol gasoline market, relevant law enforcement agencies find it difficult to enforce the law. They said that because there is no national standard, they can only judge whether methanol fuel is true or not from the oxygen content, but whether science is unsure.
